Here&#8217;s the letter from <a href="http://www.fivb.org/EN/Congress/2008/"><em>http://www.fivb.org/EN/Congress/2008/</em></a>.</p>
<blockquote><p>We are pleased to inform you that the <strong>31st FIVB WORLD CONGRESS</strong> will be held in the Grand Hyatt Hotel, Dubai, UAE, from 16 -17 June 2008. Therefore, the arrival in Dubai is foreseen on 15 June and the departure on 18 June 2008.</p>
<p>You are kindly requested to make all the necessary arrangements to personally attend the World Congress as your participation will reinforce the FIVB identity through the sharing of your very best ideas for the benefit of Volleyball and Beach Volleyball development as Top Competitive Sports. </p>

This was a long long time ago, so I think this issue has been settled already. PVF is known as the country's governing body when it comes to volleyball.

<blockquote><p>Intense collegiate volleyball action heats up anew as the 2008 Philippine Volleyball Federation (PVF) Inter-Collegiate Volleyball Championship gets under underway on May 18, 2008 (Saturday) at the Philsports Arena in Pasig City.</p>
<p>Old rivals University of Santo Tomas (UST) Lady Spikers and nemesis De La Salle University (DLSU) Lady Archers relieve their rivalry as they face off at 2PM after the 1PM opening ceremonies.</p>
<p>In the men’s side, the University of East (UE) Red Warriors open its bid for a men’s crown as it square’s off against National College of Business Administration (NCBA).</p>
<p>The men’s division will be divided into three pools with Rizal Technological University (RTU), University of the East (UE), University of the Cordilleras and National College of Business Administration (NCBA) bracketed in Pool A; Emilio Aguinaldo College, Central Colleges of the Philippines (CCP), Philippine Women’s University (PWU) and Ateneo de Manila University bracketed in Pool B and Philippine Christian University (PCU), University of the Philippines (UP), Saint Louis University and Nueva Vizcaya State University bracketed in Pool C.</p>
<p>The women’s side, on the other hand, will be divided into two pools with Rizal Technological University (RTU), University of Santo Tomas (UST), University of the Cordilleras, De La Salle University (DLSU) and Saint Louis University bracketed in Pool A while Adamson University (ADU), University of the Philippines (UP), University of the East (UE), Philippine Christian University (PCU) and Philippine Women’s University (PWU) bracketed in Pool B.</p>
<p>According to Otie Camangian, PVF secretary general, the PVF tournament will have a total of four stages: the preliminaries, quarterfinals, semifinals and finals.</p>
<p>There will be a single round robin in the preliminary round for both the men’s and women’s division with the top eight teams in the men’s and women’s side advancing to the quarterfinal round. The number 1 team after the quarters will then face the number 8 seed, the number 2 facing the number 7 seed, the number 3 going up against the number 6 seed and the number 4 seed battling the number 5 seed.</p>
<p>The winners of the knock-out matches will then advance to the semifinal round in hopes of entering the finals of the tournament.</p>
<p>“There will only be one game in the semis with both winners advancing to the finals of the tournament. This rule will apply in both the men’s and women’s division,” Camangian said in a phone interview.</p>
<p>Camangian said aside from trophies, the champion teams in the men’s and women’s divisions will get P20, 000, the runner-ups P10, 000 and the third placer P5, 000.</p>
<p>The RP Youth Girl’s team mentored by Francis Vicente of UST will also take part in the tournament as a guest team, according to Camangian.</p>
<p>“The RP youth team will be there as part of their training in the coming National Youth Open in Manila this coming June and the Asian Youth Girls Championships that will also be held in Manila from October 11-18,” Camangian said.</p>
<p>He added that the PVF sanctioned tournament aims to promote the grassroots development program of volleyball in the country in hopes of identifying players that could be recruited in the national team that will compete in future international volleyball tournaments.</p>
<p>The defending champion in the women’s side is Adamson University while FEU, which is not taking part in this year’s tourney, the king in the men’s side.</p>
<p>The Antipolo Volleyball Association led by its president Gener Dungo, Antipolo City Mayor Victor Sumulong, PVF president Pete Mendoza, Philippine Sports Commission and Philippine Olympic Committee, are the organizers of the event with Mikasa as tournament sponsor.</p>
<p>Entrance to the venue will be free of charge. The tournament will run from May 17 to May 24.</p>
